In practice, jitter is what makes a connection feel uneven even when average speed is acceptable. Real-time services such as voice, video, and control traffic are sensitive to this variation because they need predictable timing, not just raw volume.

The main limitation caused by jitter is that timing-sensitive applications cannot easily compensate for unstable delivery. Buffering can hide some variation, but too much buffering adds latency and too little leaves the service exposed. That tradeoff makes jitter a critical engineering metric.
