Concept

In practice, service handoff happens when a user or asset moves, a link degrades, or a network decides to shift the session to a better path. The network coordinates timing, state transfer, and routing so the user experiences as little interruption as possible.

Handoff quality is a direct measure of how well the access layer and transport layer cooperate. It has to be fast enough to preserve the session but careful enough not to create instability or flapping.
